Leak detection and repair in Houston begins at your water meter, not at a wall. If the meter moves with every fixture off, water is escaping somewhere on your side, and isolating the lines usually narrows it to one zone before anyone cuts. Run the two-hour meter test below, then call us with the result.

Is your high water bill a hidden leak?

Your meter answers this in two hours. The EPA's test is simple: read the meter, use no water for two hours, and read it again. Any change points to a leak. The agency also says a family of four using more than 12,000 gallons in a cold month, such as January or February, may have a serious one.

Other signs of a hidden leak:

  • A high water bill with no change in household use
  • The sound of water in a wall when nothing is running
  • Damp drywall, bubbling paint or a musty closet
  • A ceiling stain that slowly grows
  • A soggy patch of yard during dry weather
  • A warm spot on a tile floor, which points to a slab leak

These are worth chasing. The EPA reports that about 9% of homes have leaks wasting 50 gallons or more a day.

Where do leaks hide in a Houston house?

Most leaks fall into one of five places, and the house's layout tells you which to check first.

  • Under the slab: supply lines sit in clay that swells and shrinks, which stresses pipe and joints.
  • In the attic: on many slab homes, supply lines cross the attic, so a pinhole can drip into insulation for weeks.
  • Inside walls: shower valves and tub spouts leak behind the tile where nothing shows.
  • In the yard: the service line from meter to house runs through the same moving soil.
  • At the sprinklers: the EPA says a leak about 1/32 of an inch across can waste around 6,300 gallons a month.

The City's own pipe is part of the picture too. ABC13, citing Houston Public Works, reported 13,911 leak reports in 2023, up from 9,143 in 2020. A wet curb is not always your problem.

A hidden leak in the attic can surface as a faint ring several feet from the fitting that failed.

Water leak detection works by elimination, moving from the whole house down to a single fitting:

  1. Prove it. Read the meter with every fixture and appliance off.
  2. Split it. Close the main shut-off valve to separate the yard line from the house.
  3. Rule out the easy ones. Dye-test the toilets, shut off the sprinklers, and check softener and pool fill lines.
  4. Pressure test. Isolate hot and cold lines to see which one drops.
  5. Pinpoint. Work the line with acoustic gear, plus a thermal camera on hot lines.
  6. Confirm. Mark the location and show you the evidence before any cutting.

A gauge on a hose bib shows whether a closed-off line is holding pressure.

No single tool works every time. Acoustic gear struggles in wet clay, and a thermal camera sees little on a cold line. Using more than one method is what keeps the opening small.

Which pipe leak repair fits what the search finds?

Choose the repair by where the pipe is and what shape it is in.

Finding Repair Works well when Trade-off
One failed fitting or pinhole Spot repair Pipe around it is sound Older pipe may fail nearby later
Leak behind tile or finished walls Short reroute Access would wreck the finish New route through another wall
Line under the slab Repair through the floor, or reroute See the slab leak options Floor work, or new line in attic
Buried yard line Section repair or new line Soil is reachable Lawn and walkway disruption
Several leaks in one system Whole house repiping Corrosion is widespread Largest job, most lasting answer
Small drywall opening exposing a repaired copper fitting during a pipe leak repair
A pinpointed leak can mean one small drywall opening in place of several exploratory holes.

A leak that follows a hard freeze or arrives with a sudden burst of water needs burst pipe repair first, and the search can wait until the water is stopped.

Leak detection and repair in Houston, from call to clean-up

A visit follows a set order so you are never paying for guesswork:

  1. Call with the symptom and your meter readings.
  2. We test the meter and isolate the lines.
  3. We pinpoint the leak and show you where it is.
  4. We explain the repair options in plain terms.
  5. You pick an option, and the clear, upfront quote follows.
  6. We make the repair, pressure test the line, and watch the meter to confirm it has stopped.

What this work includes:

  • Meter reading and isolation of the hot, cold and yard lines
  • Pinpointing with the right tool for the pipe
  • A plain account of what failed and where, useful for a bill adjustment or an insurer
  • Pipe repair, tested before we leave

Drywall, tile and floor restoration are separate trades, so plan for them if the leak is behind a finish. Finding and fixing are two steps, and the marked location and test results stay yours either way.

A leak search covers the supply side of the house: the service line from the meter, the hot and cold lines, the water heater connections, and the fixtures and irrigation tied to them. Drains are a different test, because a drain only leaks when water runs through it, so a meter test will not show one. If the meter stays still and the ceiling still gets wet, the search moves to drains, AC condensate lines or the roof. Expect a plain report: what was tested, what passed, where the leak sits, and what it takes to reach it. If a small opening is needed to confirm the spot, you agree to it before anyone cuts.

What changes the price of finding and fixing a leak?

The cost follows how long the search takes and how hard the pipe is to reach. These factors matter most:

  • Where it is: an open wall, an attic or under a slab
  • How many tools it takes: a clear pressure drop, or a faint signal through wet soil
  • Pipe material: copper, PEX, galvanized or polybutylene
  • Finish on top: painted drywall is simpler than tile or stone
  • Size of the repair: one fitting, or a reroute

We quote after the leak is located, because the repair cannot be priced until the location is known. A cold-side leak under tile tends to take longer, since a thermal camera adds little there.

Ask to see the search and the repair as separate lines on a quote. Yard lines add digging and lawn repair, and an irrigation leak may need a zone-by-zone check. A home with several small leaks takes longer than one with a single clear failure.

Who regulates leak repairs, and when does one need a permit?

Texas regulates the plumber, and the city regulates the job. Houston's amended code, at Section 104.2, leaves a fix that stops a leak exempt only if no pipe, valve or fixture gets replaced or rearranged. A reroute or a new section falls outside that, so check with the Permitting Center first. In Deer Park, a city crew settles whether a meter leak is on your side.

Ask to see a plumbing license on any leak job. The Texas State Board of Plumbing Examiners issues them, and the board's public lookup confirms a number in minutes. Occupations Code Section 1301.351 requires a license holder to carry it while working.

How can you get a water bill credit after a leak?

File for a leak adjustment once the repair is done. The City's form cites Section 47-74 of the ordinance, which allows a credit for loss through an "excusable defect" in your line, such as freezing, settlement, corrosion or wear, as long as the customer was not negligent.

Speed matters. Community Impact reported that the changes Houston City Council passed in December 2023 give 100% relief for repairs within 30 days of a leak starting, 75% within 60 days, and 50% after that. Confirm the current terms with Houston Water, and suburban utilities and MUDs set their own rules.

To limit the next leak, check the meter whenever a bill looks wrong, test the toilets with food coloring twice a year, and walk the sprinklers each spring.

Leak Detection and Repair around Houston

  • Pearland · With 61% of Pearland homes built since 2000, a bill jump is no proof of old pipe.
  • Missouri City · MUDs bill much of Missouri City, so leak credits run through your own district.
  • Spring · Spring's ground moves up to 1.83 cm a year, which adds stress to buried yard lines.
  • Deer Park · Lake Charles-type clay under 1970s Deer Park slabs cracks open in dry spells, stressing buried lines.
  • Texas City · Texas City wants plumber receipts or proof of repairs before approving a leak adjustment.

Leak Detection and Repair questions

My water meter is moving. What should I do first?

Close the main shut-off valve at the house and look at the meter again. If it stops, the leak is inside the house or on a line past that valve. If it keeps moving, suspect the buried line between meter and house, or a sprinkler system fed before the valve. Write both results down for the plumber.

Who pays if the leak is on the City side of the meter?

A leak on the City side of the meter is a City repair, so report it to Houston 311 and do not hire anyone to dig there. The private side runs from the meter to the house, and repairs there fall to the owner. If you are in a suburb or a MUD, call that utility.

Can a hidden leak be found without cutting into walls?

Yes, usually. It can be narrowed to a small area first. Isolating lines rules out whole sections of the house, then listening gear and a thermal camera work along what remains. Tile, stucco and wet clay can dull the signal, so some jobs still need one small inspection opening to confirm the spot.

Can Houston Water reduce my bill after a leak?

Possibly. The City offers leak adjustments for defects such as freezing, settlement, corrosion or wear on your line, and 2023 ordinance changes tied the relief to how fast the repair happens. Keep the plumber's invoice showing what failed and the date it was fixed, then file with Houston Water and confirm current terms.

Could a high water bill be something other than a leak?

Yes. A running toilet is the most common non-pipe cause, and sprinkler timers, pool fill valves and water softener cycles can all add thousands of gallons. Rule those out first, because a toilet dye test costs nothing. If the two-hour meter test still shows movement with those shut off, look for a pipe leak.

Do I need leak detection if I can already see where the water is?

Sometimes not. If a fitting under a sink is visibly wet, that is a direct repair. Water at a ceiling or baseboard is different, because it travels along framing and pipe before it shows. The wet spot marks where water came out, which can be well away from where the pipe failed.
