Plumbing in Spring Valley Village, TX reflects a small city that wrote its own rules early. PipeElectric covers this Memorial Villages community, about 13 miles from downtown Houston via I-10. Residents incorporated in 1955 largely to control zoning, and two-story houses were not allowed until 1981, so the housing here splits sharply by era, and so does the plumbing.

The village is about 1.2 square miles in ZIPs 77024 and 77055, along I-10, with 1,478 housing units in the 2020 census. Houston, Hilshire Village and Hunters Creek Village surround it.

One-story zoning, 1981 two-stories and Memorial Villages rebuilds

This city began with no municipal water, sewer or fire department. Voters incorporated it in April 1955, 183 to 165, mainly over zoning. Because of the trees and the lack of utilities, most of it was zoned for one-family, one-story homes. That stayed the rule until 1981.

The result is a two-part housing stock:

Early one-story houses. These can still carry original supply lines and long horizontal drain runs. Single-story layouts often put the plumbing under a wide slab.

Newer two-story rebuilds. More fixtures, longer hot water runs and bigger demand on a line. City permit reports show sewer and water disconnects, the paperwork that goes with clearing a lot. The July 2024 report also lists a meter upgrade, a main water line replacement, a water heater replacement and gas lines for generators.

Rebuilds raise a question early: is the existing sewer tap and line right for the new house? Answer it before the slab is poured.

Ground here sits about 75 feet above sea level, well above the 7 to 30 feet of the east-side cities, but the same clay moves under both kinds of house.

Two Gulf Coast Aquifer wells and the 70/30 water blend

The village supplies its own water, and the numbers are worth knowing. The 2024 city report says it provides about 70 percent groundwater from two wells inside the city limits and 30 percent surface water purchased from Houston. The Harris-Galveston Subsidence District requires the surface share through Houston's Groundwater Reduction Plan.

Groundwater dissolves minerals as it moves, so expect scale on aerators and heater parts. If the taste or feel of your water changes, keep in mind the city notes the blend can shift during maintenance. See our article on what hard water does to your plumbing.

Plumbing questions from Spring Valley Village

Where does Spring Valley Village's water come from?

The city supplies its own water, typically about 70 percent groundwater and 30 percent surface water bought from Houston. The 2024 report says two wells in the Gulf Coast Aquifer serve the village, and the Public Works page notes the mix can shift during maintenance or repairs.

Who do I call for a water or sewer emergency in the street?

For city water and sewer problems outside business hours, the city lists (713) 465-8323. During the day, City Hall answers at 713-465-8308. A break on the private side of the meter is the homeowner's job, so shut off your main valve and then call a plumber.

Does a new Spring Valley Village house need a bigger water meter?

The city's permit page says builders need a utility account, with a minimum 1-inch meter for the fire sprinkler, and warns that installation can take time. Arrange it early in a rebuild. Your plumber and builder should agree on the meter size before plans are final.

How do I find out if my service line has lead?

The city posted a lead and copper initial inventory dated October 10, 2024, on its Public Works page. Start there, or call City Hall. Inside the house, a plumber can identify the pipe you can see. Homes built before modern solder rules may have older joints worth checking.

How do permits work for plumbing in Spring Valley Village?

The city says a permit is required for all residential and commercial construction. Applications go through its online portal, and it lists a plumbing permit application. First-time contractors must email proof of insurance for an access code. Call City Hall at 713-465-8308 to confirm what your project needs.
