Plumbing in West University Place, TX runs under different rules than Houston, and that is the first thing to know here. PipeElectric covers West U, about 8 miles from downtown Houston via US-59 and Kirby Drive. The city's permit form cites the International Plumbing Code with local amendments, while Houston works from the Uniform Plumbing Code, so a job planned for one city may not pass in the other.

West U is 2 square miles, all of it ZIP 77005, and USPS addresses mail here to Houston. Do not let the mailing address fool you. This is its own city, with its own water, sewer plant and permit counter on Amherst.

Bungalows, teardown Georgians and 5,000-square-foot lots

West U started with Ben Hooper's first lot sales in 1917, filled with mid-century bungalows and cottages, then remade itself. Roughly half the houses were torn down and replaced in the 15 years ending in 2002, mostly on lots near 5,000 square feet.

That leaves two kinds of plumbing jobs. An original cottage may still carry old drains and a long private sewer run. A rebuild is newer, and tight lots leave little room to reroute.

The public and private pipe now sit at different ages. The city says its collection piping was replaced or rehabilitated over 18 years, so on an unrebuilt cottage the old pipe is the private drain to the main. A rebuild has its own limit: more fixtures, but the amendments cap a single-family house at a 1-inch water meter unless an engineer shows the need.

Federal maps put most of the city in the 500-year floodplain, and a 2018 study found only about half of its storm drains met a two-year storm standard. After a hard rain, street water can sit near the house for a while, so keep yard cleanouts capped.

What West U's plumbing amendments change on the job

West U's rules go beyond the base code, and they affect what a plumber can put in your walls and slab. Here are the amendments that come up most, from the city's plumbing permit form (revised January 2023):

  • Water lines under a slab: copper Type L or K, or PEX-a only
  • Every water line through a slab sleeved to 6 inches above the finished floor
  • ABS pipe and Type M copper not approved
  • PEX-AL-PEX and similar pipe barred from concealed spaces, attics included
  • PEX-a or CPVC manifolds kept off walls shared with a garage
  • A maximum 1-inch water meter for a single-family house, unless an engineer shows the need

Confirm the current version with the city before you price a remodel. Any plumber quoting West U work should know this list.

Booking a West U visit from the Kirby Drive side

Mornings start at 7 AM on every day but Saturday, and evenings end at 8 PM, or 6 PM on Fridays. Say whether you are in a cottage or a rebuild, and whether the old water heater still runs. A plumber inspects the job, talks it through with you, and writes up a clear, upfront quote. If you are comparing a tankless water heater to a tank, ask early, since the riser review adds time.

Amherst Street permits, Lake Houston water and Poor Farm Ditch

Permits: Community Development, 3826 Amherst, 713-662-5833, Monday through Friday 7:30 a.m. to 4:30 p.m. Inspection requests are due before 4:30 p.m. for the next day.

Water: two city wells draw from the Gulf Coast Aquifer about 560 feet down, blended with Houston surface water from Lake Houston. The city has targeted a 50/50 mix and moved to chloramine in 2020. About 40 miles of pipe reach some 6,100 meters.

Sewer: a 2-million-gallon-a-day plant, 12 pump stations and about 45 miles of pipe. The city says to call Public Works, 713-662-5839, about any sewer problem, on your property or anywhere else in town.

Drainage: construction on Poor Farm Ditch began in July 2026 between University and Holcombe boulevards.

Nearby anchors include Colonial Park, the West University Recreation Center, Rice University and the Texas Medical Center.

Plumbing questions from West University Place

Is West U's plumbing code different from Houston's?

Yes. West University Place's plumbing permit form, revised January 2023, cites the 2021 International Plumbing Code with local amendments. Houston uses the Uniform Plumbing Code with its own amendments. Confirm the current edition with Community Development at 713-662-5833, because code adoptions change.

What pipe can go under a slab in West University Place?

The city's amendments call for copper Type L or K, or PEX-a, for water lines under a slab on grade, with each line sleeved in continuous tubing that ends at least six inches above the finished floor. Check the current form before any reroute, since the amendments are revised over time.

How long does a tankless permit take in West U?

Budget about a week for paperwork. The city says most plumbing applications go over the counter, but a tankless swap needs a gas riser diagram reviewed by the Building Official, which typically takes 5 to 7 business days. Plan around that if your old heater is still working.

Are West U sewer lines old?

The city says its sewer collection piping was rehabilitated 100 percent through contracted projects. That covers the public system. The private drain between an original bungalow and the main is a separate pipe, so a sewer camera is the way to learn its condition before you buy or remodel.

Will the Poor Farm Ditch project change my drainage?

The Harris County Flood Control District project is meant to add stormwater capacity along about 3,100 feet of ditch, with work that began in July 2026 and is expected to last about four years. It deals with storm flow. Your house drain and sewer line remain separate from that work.
