Two facts shape plumbing in League City, TX: Hurricane Harvey flooded about a quarter of the city's homes, and 58% of its housing dates from 2000 or later, so storm history and first-replacement age often meet at one address. PipeElectric covers the city, about 27 miles from downtown Houston via Interstate 45. Clear Creek and Clear Lake both touch the city, and it is still filling in.

Officials said in 2020 that League City was only about halfway built out and could reach about 200,000 people, so older flood streets and new construction will sit side by side for years.

Harvey's reach from Bay Ridge to Bay Colony

Start with your street's history, because it changes the first check. The National Hurricane Center recorded 45.66 inches at League City and 52.87 inches three miles south, and listed the city among the places with catastrophic flooding. It also recorded record water on Clear Creek and Dickinson Bayou, with FM 518, FM 528 and Bay Area Boulevard all inundated by the storm. Community Impact reported that Harvey flooded 25% of League City's homes, and an earlier city figure put it at about 7,700 homes, with 1,450 taking major damage.

Bay Ridge was among the hardest hit, and Bay Colony and the Oaks of Clear Creek have had drainage work since. The creeks and bayous around them, including Gum Bayou, Benson's Bayou and Magnolia Creek, set where water goes. If your home was rebuilt, ask how far the plumbing was checked.

Housing age sits on top of that. About 31% of units date from the 2000s and 25% from the 2010s, so many homes are on a first or second heater while their slabs pass 15 to 25 years on Gulf Coast clay. Those two clocks often run out at the same address.

What the Building Department lists on Walker Street

League City names its permit work plainly, which makes planning easier. The FAQ includes these plumbing-related items:

  • Water heater replacement
  • Gas reconnections
  • Sprinkler systems
  • Foundation repairs and re-adjustments, which often sit alongside slab plumbing

The Building Department is at 500 W. Walker Street, and applications go through its online portal. Its updated fee schedule took effect August 1, 2026, so confirm the current amount before work starts.

The Southeast plant line and your tap

Most of the city's water travels from Houston's Southeast Water Purification Plant through a line officials described in 2020 as about 50 years old. The city has been designing a replacement, with new capacity meant to carry it to build-out. That is a supplier issue, but a pressure change at your home is worth checking on your side too, so call if your flow drops with no fixture to blame.

The city's 2026 water report, covering 2025, lists surface water bought from Houston (Trinity River) and the Gulf Coast Water Authority (Brazos River), plus well sites including Walker Street and South Shore Harbour. Total hardness at the Southeast plant entry point was 124 mg/L, which works out to about 7 grains per gallon. That is one sample from one source, so test your own tap. The Water Production Department answers at 281-554-1041.

Butler Oaks, South Shore Harbour and other notes

League City is mostly in Galveston County, with a small area north of Clear Creek in Harris County. I-45, FM 646, FM 518, Highway 96 and League City Parkway are the routes to know. South Shore Harbour and Victory Lakes are the familiar names, and the Butler Oaks have lined Main Street since 1907. Waterford Harbor and the stretch of Clear Creek at Chigger Bayou are other local reference points. Local ZIPs are 77573 and 77574.

The 2020 census counted 114,392 residents here. About 77% of housing units are detached and 75% are owner occupied, so a repair plan usually starts with the person living in the house, not a property manager.

Plumbing questions from League City

Does League City require a permit to replace a water heater?

Yes. The city's permit FAQ lists water heater replacement, along with gas reconnections and sprinkler systems. Applications go through the online permit portal, and the Building Department answers at 281-554-1429. The fee schedule warns that unpermitted work can cost double the permit fee, so settle this before the new heater goes in.

My home flooded in Harvey. How do I check the sewer line now?

Have a camera run from the cleanout to the city main. It shows silt, offset joints and low spots that slow the flow, and it gives you a record. Repeat gurgling, slow tubs or a smell after rain all justify the check. In Bay Ridge, a resident engineer said over 90% of homes flooded.

Where does League City's water come from?

Mostly from Houston's Southeast Water Purification Plant near Ellington, with a smaller share from the Thomas Mackey plant in Texas City. Groundwater wells are a limited backup, because the city said it could only draw about 10% of daily need from them without heavy penalties. The figures date from 2020, so check the latest annual water report.
